Our governance
SILK operates with a collaborative and multi-level governance model designed to connect local realities with European opportunities, and to ensure strategic, grounded, and interdisciplinary guidance.
We are organised around three key pillars:
🏛️ EU Central Hub
A European connector bridging local territories with each other and with the so-called “EU bubble” (Brussels institutions, networks, funding programmes, etc.).
The EU Klub supports access to European initiatives (Horizon Europe, New European Bauhaus, etc.), builds visibility for small territories, and helps position them in strategic consortia and partnerships.
🏘️ Local Hubs
Operational communities in specific regions or territories, focused on implementing concrete collaborative projects — from revitalising local spaces to launching new economic or cultural models.
These Hubs are made up of local associations, entrepreneurs, artists, municipalities, and citizens, working together on solutions that make sense for their places — and sharing practices across the SILK network.
🧠 Local catalysts
Local Catalysts are key members of the SILK ecosystem — trusted individuals rooted in their communities who act as connectors, facilitators, and changemakers.
They identify local needs, mobilise actors, and co-develop projects that reflect the values and ambitions of their territory. With support from SILK’s European expert network, they help translate local intelligence into concrete, collaborative solutions — unlocking access to funding, partnerships, and visibility.
This governance allows SILK to stay locally rooted and globally connected, while keeping a clear focus on impact, inclusiveness, and systemic change.
